American Brokers Ukraine Negotiations in the UAE as White House Pushes for Settlement
High-level negotiations including American, Russian, and Kyiv officials began in Abu Dhabi this Tuesday, marking the most recent phase in efforts to forge a ceasefire deal to end the protracted conflict in Ukraine.
High-Level Delegates and Initial Talks
US Army official the US representative apparently held talks with a Russian delegation on Monday night, with negotiations proceeding into the following day.
“Discussions are progressing positively and we maintain hope. The Secretary remains in close coordination with the administration throughout these proceedings,” his spokesperson remarked.
The Ukrainian military intelligence chief, Kyrylo Budanov, was also expected to take part in the proceedings, though the exact format was uncertain whether direct engagement with Moscow’s delegates would happen or if distinct bilateral meetings would be conducted.
Membership of the Russian team was uncertain. “No comment is available. Media accounts are being tracked,” a Kremlin spokesperson told state media.
Background and Updated Peace Plan
These meetings follow prior discussions in Switzerland where American and Kyiv officials revised a preliminary American plan for resolving the war.
Russia has so far not endorsed the latest iteration of the plan and is unlikely to agree to many of the Ukrainian amendments.
Moscow’s top diplomat, the Russian diplomat, emphasized that any amended peace plan must adhere to the “essence and wording” of what was agreed during previous summit meetings between the two nations.
International Responses and Concerns
European officials are apparently struggling to stay engaged in the process as American officials drive the efforts.
The Finnish leader, a European figure, who has emerged as a key interlocutor between the US and EU leaders, stated that the next few days would be crucial in efforts to secure a agreement.
He allegedly spoke with Volodymyr Zelenskyy and the alliance officials, emphasizing that “Decisions about Ukraine’s future rest with its people, and European security is for Europe to decide.”
At the same time, the French leader, Emmanuel Macron, cautioned against a peace deal that would represent a “capitulation” for Ukraine.
“The current proposal indicates what Moscow might find acceptable. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? Absolutely not,” he declared.
Details of the Original American Proposal
The US plan was originally made up of multiple articles and was drawn from discussions between American and Moscow officials, with contributions from Kyiv defense authorities.
Key elements of the plan allegedly involved:
- The nation surrendering areas presently held by Moscow
- Further regions that might be expected to be willingly given up
- Restrictions on the size of the Ukrainian army
- Immunity for all participants in the conflict regarding violations

This demand, combined with the leaking of the plan, reportedly shocked Ukrainian and European officials.

Subsequently, Driscoll informed alliance representatives on the proposal in Kyiv, with one attendee describing it as “a nightmare meeting” and noting that EU ambassadors were shocked by both the substance and manner of the presentation.
The US administration later moderated its stance, stating that the comprehensive plan was an “opening point for discussion” rather than a definitive ultimatum.
