Obstacles Continue for Aid Distribution in Northern Gaza Regardless of Truce

Even if the access route from Egypt becomes operational in the coming days, relief agencies encounter significant difficulties distributing assistance to the northern region, the area worst hit by food shortages, according to experts.

Transportation Problems

Key roads are virtually blocked due to massive destruction across the war-torn region – or continue to be under the control of Israeli forces. Any vehicle that stops working is almost certainly immediately stripped.

Zikim, the key gateway to the northern territories, destroyed during 24 months of war, has been shut down for many days, and Israeli officials have told aid groups in Gaza that there are no immediate plans to open the crossing, as stated by aid workers.

Devastation in Northern Territories

Gaza City was the focus of a major Israeli offensive launched in August that was ongoing when the peace agreement was agreed upon a week ago.

Devastation in the north has been extensive, with whole settlements including local municipalities and neighboring towns in ruins as well as many of the surrounding regions of the urban center.

"Any operation of a crossing into Gaza is positive, but we need to make sure we can reach people where they are," stated a senior director from a humanitarian organization.

Aid Conditions

Local residents said many of the estimated 300,000 people who have returned to the northern region from the overcrowded coastal zone where they had been staying during the military operations were now "staying" among the destruction of their homes, often without any protection and with scarce supplies or resources.

An official from a UN agency said the destruction in the northern territories was "overwhelming".

"We see neighborhood after neighborhood, home after home ... there is urgent requirement for clean water. The situation is dire. We require every border point functioning," the spokesperson, who was in Gaza City in recent days, said.

Insufficient Access

A community leader based in the urban center said the necessities in what used to be the area's active economic and community focal point were "overwhelming".

"People have positive expectation and optimism but there needs to be quick improvement on the access routes. We didn't witness major improvement on the reality yet," the director said.

"We are still getting a insufficient volume of aid [and] we are only starting to grasp the level of damage. Numerous roads are just full of debris ... there is almost no home that is safe. There is damage and unexploded bombs across the region."

Recent Changes

Recently, relief groups said small quantities of vital cooking gas entered Gaza for the first time in multiple months, along with deliveries of wheat, cereal and farm products. The recent deliveries sent prices in markets decreasing.

In the central town, a civilian said there had been certain progress since the ceasefire.

"Stores are stocked with products, vegetables, and produce, although the prices are remaining elevated and not affordable for all people," the individual commented.

Winter Requirements

"The crucial necessities at present, especially with the approach of the cold season, are to have a temporary housing to shelter us from the cold weather and warm garments because the markets do not have enough clothes for us or, if they can be found, they are very few and prohibitively costly."

Multiple organization-assisted food preparation facilities in various locations have begun working again since the ceasefire.

Support Delivery

Trucks were reported to have entered the humanitarian corridor from Israel to Gaza during recent days, though specific quantities were unknown.

The nation's media outlet stated that recent aid deliveries would include nutritional supplies, healthcare equipment, fuel, cooking gas and tools to repair vital infrastructure.

"Assistance resources keeps coming into the conflict region through the Kerem Shalom crossing and other crossings after safety verification," an Israeli security official stated.

Allocation Problems

But counting the volume of transports could be misleading, advised an expert from an international NGO. "We need to know the contents of the vehicles and their capacity levels for it to be a genuinely useful measurement," the representative added.

Commercial operators are dispatching fleets of vehicles carrying confectionery, soft drinks and snacks, which have poor dietary quality, while urgent medical support for minors or others who have been without adequate food for two years are unavailable.

Healthcare Status

Within the northern urban center, only few medical centers are working, compared with numerous in earlier this year.

Numerous organizations have significant funding worth of supplies stockpiled around Gaza awaiting entry. A UN agency supporting Palestinians across the region for many years has three months' worth of sustenance for the entire population prepared to be distributed.

"We maintain the resources, the instruments and the skills ... we only require the permission," said a relief official, recently returned from Gaza.

Political Considerations

A diplomatic framework details that "complete" support should be delivered to Gaza and be allocated through the UN and the Red Crescent, without disruption from any military groups or state authorities.

This seems to prevent the disputed Israel-backed aid group which commenced activities in spring, causing uncontrolled circumstances and multiple fatalities as numerous individuals congregated around its assistance centers.
