To Which Location Does a European Manufacturing Facility Which Polluted Drinking Water Go Next? Heading to India

The dense green jungle and rust-red elevations of Lote, located on India’s west coast, lead to a modest rise where a factory looms against the sky.

The factory is almost brand new, but its machinery is far from new: it originates from the defunct Miteni factory in Vicenza, Italy. Miteni ceased operations in 2018 after one of the worst ecological controversies in the country’s recent history: after decades of producing Pfas forever chemicals, the firm’s leadership was brought to trial for contaminating water sources in an area inhabited by 350,000 residents. In June, previous company leaders were convicted at the local tribunal of causing environmental pollution and additional offenses and sentenced to jail, which they are expected to appeal against.

Understanding PFAS: Toxicity Levels and Exposure Routes

And yet, the entire operational setup, its intellectual property and methods – everything needed to produce Pfas – is now here in Lote Parshuram MIDC, a vast industrial enclave almost 4,000 miles away, sandwiched among villages and wooded areas. And the plant has recently begun to resume PFAS production.

An Environmental Burden

Previously recognized for its specialism in creating methods for advanced chemicals, Miteni is now infamous for the harmful aftermath it left behind. In 2011, scientists found exceptionally elevated levels of Pfas in the facility’s effluent. Numerous of inhabitants had been subjected through drinking water.

The most impacted were Miteni’s own workers. Ilario Ermetti, 69, who was employed for years in its specialty chemicals division, showed one of the highest concentrations of PFAS documented in human blood. “After the facts emerged, I reviewed a list of medical conditions associated with PFAS, and discovered I had them all,” states Ermetti.

Elevated concentrations of Pfas in the blood are linked to increased risk of malignancies, heart conditions, organ impairment, fertility issues and more. Ermetti is currently recovering from a recent surgical operation.

Community Concerns

Michela Piccoli, 51, a nurse and activist with Mamme No Pfas, started organizing after learning her offspring’s blood tests indicated elevated amounts of persistent pollutants. When she found out that Miteni’s proprietary information and machinery were being transferred to India, she was stunned.

“As mothers, as women, our concern has grown,” she said. “Because our children are everyone’s children.”

Business Shift

Following Miteni’s insolvency, its assets were bought in 2019 by a pharmaceutical firm, a subsidiary of the domestic chemical corporation Laxmi Organic Industries – the only bidder in the public auction. By the start of 2023, all the equipment was being shipped en route to Mumbai. At the same time, Laxmi was promoting its recent purchase to shareholders. Records of investor gatherings indicate that Laxmi’s executives minimized ecological worries, with its chairman, Harshvardhan Goenka, declaring that Miteni was “operating lawfully according to EU regulations”.

Goenka is a member on the board of Laxmi Organic Italy, a company established in 2021. Another is Antonio Nardone, the final CEO of Miteni, who was convicted of environmental pollution and financial misreporting at the June trial and given six years and four months in prison. Per a former mid-level manager requesting confidentiality, Nardone was traveling for work to India prior to the company went bankrupt.

Although Laxmi purchased Miteni’s properties in June 2019, the environmental assessment report for the building of the factory in Lote reveals that in March 2018 the firm was already planning to commence manufacturing fluorinated compounds matching Miteni’s offerings. Laxmi Organic Industries did not respond to requests for comment.

Strategic Expansion

By 2021, Laxmi’s strategy clearly outlined the objective to “acquire the customer base of Miteni” and emerge as a top player in the production of PFAS and specialty chemicals. Shipping records indicate that, to secure validation on the quality of the compounds, in 2024 Laxmi began distributing samples to firms with past business relationships with Miteni, including BASF, Chemours, DuPont and FMC.

Since early 2025, Laxmi’s location in Lote Parshuram has been completely active, producing chemicals that will be utilized for pesticides, pharmaceuticals, dyes, cosmetics and other products.

Regulatory Context

Investigations demonstrate that concentrations of persistent pollutants in the environment are alarmingly high, particularly around production sites. But although global focus is increasing, in India the issue is not yet a policy priority.

“If we look at the regulations, [Pfas] is absent in such guidelines. It’s not recognised by the Indian government currently,” said Rajneesh Gautam, an ecological scientist at the academic institution. “Autonomous study teams across India have performed research in different states. But these studies are restricted in range, and there are still very few of them.”

Local Impact

Parineeta Dandekar, coordinator of the South Asia Network on Dams, Rivers, and People, says the Lote Parshuram manufacturing zone “has a poor ecological history”. After it was established in 1986, “the income source of fishing populations in this area totally deteriorated,” she said.

The chemical district is dependent on a shared effluent treatment facility that has been at the forefront of complaints.

“Nearby communities have always stated that it’s not working properly,” said Dandekar. “When there is no electricity, a frequent event in the countryside, the facility cannot function and factories release polluted water straight into the streams.” Environmental authorities have sent multiple notices to the plant in the past few years.

Global Implications

In the EU, the regulatory agency is reviewing a plan to prohibit the production, importation and utilization of more than 10,000 persistent compounds. This attention may be driving the industry to the developing nations, according to Claudia Marcolungo, a professor of environmental law at the University of Padua. “I believe that this issue should be investigated, because the reality that Miteni’s production, patents and equipment have been transferred to a country like India should lead us to reflect, at the very least, on the power that these global corporations have to move in nations where there is evidently a race to the bottom in terms of ecological safeguards.”

Ongoing Risks

Miteni has closed down, but the company’s toxic legacy lives on – at the polluted location in Vicenza, and in Lote. The medical effects associated with PFAS manufacturing are likely to affect populations that are facing an hazardous setting for years to come.

“That region has experienced sufficient environmental destruction by now,” says Dandekar. “Should additional hazardous firms move in, it’s always a risk.”
