United Nations Council Backs the US Gaza Initiative
A global body has voted to endorse measures advanced by Donald Trump for achieving a lasting peace in Gaza, including the stationing of an global peacekeeping force and a potential avenue to a sovereign Palestinian state.
Unanimous Approval with Notable Absent Votes
The resolution was passed by a vote of 13-0, with China and Russia choosing not to vote. The US envoy the US ambassador told the UN assembly that it set “a different path in the region for the conflicting parties and all the residents of the territory alike”.
Compromise Language on Independence
Addition of allusions to an self-governing Palestine was the trade-off the America offered for endorsement from the Arab and Islamic world, who are anticipated to contribute peacekeepers for the international stabilisation force (ISF).
“The transitional arrangements that we start today must be executed in following international law and respecting Palestinian rights,” James Kariuki stated.
Government Opposition Remains
However, on the brink of the council decision, PM Benjamin Netanyahu restated his cabinet's strong objection to the creation of a Palestinian state, creating uncertainty on whether Israel will allow the enactment of the Council-backed plan.
Key Provisions of the Measure
- Immediate lifting of existing limitations on relief supplies into the territory
- Establishment of an multinational peacekeeping unit
- Steps toward rebuilding and a possible “avenue to Palestinian independence and sovereignty”
Ambiguous Phrasing and Stipulations
The mention to sovereignty was a balanced insertion to an initial US draft which omitted it. Yet the wording is ambiguous and dependent, declaring only that once the PA has undergone changes and the rebuilding of Gaza is under way, “the circumstances may ultimately be in place for a realistic route to Palestinian self-determination and nationhood.”
Worldwide Reaction
The language was insufficient of the firm commitment to the building of a sovereign Palestine beside Israel desired by Arab and Islamic states, as well as European council members, but in speeches to the council after the decision, representatives from those states said they were ready to support the agreement in the service of continuing the ongoing cessation of hostilities and swift steps to assist and secure the 2.2 million Palestinians in Gaza.
“We has ultimately decided to support of this document, a measure that we approve its main goal, namely the preservation of the ceasefire and the formation of circumstances allowing the Palestinian population to exercise their immeasurable rights to sovereignty and statehood,” the Algerian envoy declared.
Practical Difficulties
The proposal grants comprehensive monitoring control to a “board of peace” headed by Donald Trump, but of unspecified participants. This committee has to inform the United Nations but it is not required to follow the wishes of the United Nations or by the Palestinian leadership.
Additionally, it requires the establishment of a specialized Palestinian group that is expected to manage day-to-day governance of the Gaza and the distribution of aid, but it is quite ambiguous who would be involved.
Peacekeeping Unit Mandate
The mission of the ISF authorizes it to neutralize and disband armed groups in the strip, but it is quite ambiguous that would-be troop contributors would be willing to face such groups. None of the states has yet committed itself to contributing forces.
Moreover the requirements for reform of the Palestinian Authority, the prerequisite towards steps to Palestinian statehood, have been unclear.
European officials said they considered it urgent that the names of the expert panel to provide utilities was settled as promptly.
